At the regular session of the Common Council held last evening, city oficers were elected for the ensuing year. Lack of space compels us to defer until tomorrow the publication of the official report of the proceedings, the following list, however, shows the distributîon of the principal offices: President of the Council, John Tracy; City Marshal, James Golden; Street Commissioner, S.D. Walsh; City Surveyor, Charles Gillett; City Physician H,E. Ellsworth; Commissioner ofthe Poor, H,E. McGregor; Chief ofthe Fire Department, A.J. Kreiss. One change was made in the police force, Dennis Carroll, taking the place of Chas Betts. 04/14/1888, Appelton Crescent: "Mr. Dennis Carroll was unfortunately the victim of a slate or combine at the Tuesday night meeting of the Council and was defeated for re- election to the position of night police, As an officer he was straight forward in the execution of his duty and would not shut hîs eyes to devilry of any kind nor by anybody. Some assert that he was defeated because he did not wink at crookedness, If so, it is a disgrace to justice, Mr. Caroll was too good a man to be slaughtered, but his record is that of a true man."

Night Patrolman Dennis Carroll, of the Police department, fell from a street car about 8 o'clock last night and suffered a broken nose, Mr. Carfoll was on his way to the station from his home in the Fourth Ward and not waiting for the car to stop when opposite the station he attempted to altght from the platform while the car was in rapid motion. The result was that Mr. Carroll waS thrown violently to the pavement. He went immediately into the station and a physician waS summoned, who attended to the broken nose. The injuries to Patrolman Carroll will not prove serious and he was able to proceed with his customary duties last night." 09/16/1914,Appleton Evening Crescent: Dennis Carroll To Quit Police Force; Tenders resignation - Amount Of Pension is Undetermined As Yet; "Patrolman Dennis Carroll, for twenty-five years a member of the po1ice force, has tendered his resignation. The question has arrisen as to whether he is entitIed to the full amount of pension given to an officer who has served twenty years as a patrolman. Until a few months ago, Carroll was night watchman, having gone on as a regular at the recent reorganization ofthe force. The matter will be decided în a couple of days." 09/18/1914, Appleton Evening Crescent: Size of Pensions Still Unsettled. If Carroll îs Retired Is He Entitled to $40 or $l7.50 A month, Is question. What pension will Po1iceman Dennis Carroll draw when he retired is a question which has to be solved before he leaves the force, As yet no definite date for his retirement has been set, that no doubt depending on the pension decision amved at. Under the laws after a person has served as a policeman for twenty years he may retire on half pay. Up to the tîme of the re-organization of the force about six months ago Carroll was a merchant police, being paid $35 a month by the cîty and the balance by the merchants. The power the chief had over him was limited. He could not be ordered out of a certain down town district even in an emergency. Since he has been a member of the regular force, doing patro1 duty under the chief's orders, he has received $60 a month hom the city. Now the question which arises is as to whether he is entitled to $30 or $17.50 a month pension. To go on the pension list one must have been a member of the force for twenty years. Carro1l was first appointed twenty-eight years ago, but the question arises as to whether he is entitled to the full pension inasmuch as most of that time he has been on the force his police duties were limited and he was not under the full jurisdiction of the chief, or whether having been a member of the force for over twenty years he is entitled to the salary he is now drawing. In the railway service the pension is based on the average yearly salary the pensioner drew while he was in the road's employ. In the army an officer's retired pay is based on that which he was drawing when retired.

The police pension board met yesterday, but adjoumed untîl Nov. 20 before coming to a decision as to whether or not Dennis Carroll would be entitled to half of $65 a patrolman's pay, or half of $30, the monthly pay he received from the city as a merchant policeman. 11/30/1914, Appleton Evening Crescent: Carroll Is Reti(red From Police Force. Resignation Accepted After Long Delay - Pension Put At $17.5O; "Patrolman Dennis Carroll was retired from the police force yesterday, he having tendered his resignation sometime ago. The board pensioned him at $17.50 a month, that beîng halforthe amount he received form the cîty during the time he was merchant police. He held out for half of his salary ofthe past six months or a pensi0n for $32.50. It is possible an appeal will be taken from the decision of the board which consîsts af Mayor Knuppel, City Clerk Wil1iams, Treasurer Saeger, Chief Garvey, Capt. Vaught, and Sergts. McCabe and Wagner. The retiring policeman is one of the senior members or the force, having joined in 1886 as a patrolman. That year he left eh force five or six months and retumed in 1887 to become merchant potice, a position he held up to June 1 of this year when the force was reorganized. In circuit court this morning, Judge Werner after final arguments by the attomeys in the case of Dennis Carroll vs. the Appleton police pension fund, ordered a judgement for Carroll in the full amount c1aimed. 04/30/l919, Appleton Evening Crescent; Carroll Gets $1,908 From Pension Fund. Finding for Ex-Officer In Suit Against Police Pension Trustees, "The trustees of the police [ensiOn fund of the City of Appleton must pay Dennis Carroll, ex_member of the police force, the Sum of $1,908.62 being pension at the rate or $32.50 a month since his retirement with interest on each month's pension since that date. This is the finding of Judge Edgar V. Wemer oftne circuit court filed this morning, in the case of the state of Wisconsin ex. Rel., Dennis Carroll vs. J. Austin Hawes, F.E. Backham E.L., Williams, George T. Prim, P.J. Vaughn, J.E. McCabe and Earl Vande Bogart, as trutees ofthe police pension fund of Appleton. Mr. Carroll retired as police officer November 3O, 19l4 when his salary was $65 per month, Judge Wemer ho1ds that he is entitled to be retired and to receive the police pension, or half-pay $32.50 per month, and the court order calls for the payment of the monthly Pension and accumulated interest to May 1, 1919. The pension fund trustees had refused to allow the monthly pension to Mr. Carroll, who then brought suit.

  Service Mercnant Policeman Gives Up The Work To Retire To His Little Farm In The Fourth Ward, "After nearly 35 years of poIice duty, Dennis Carroll, 624 South River Street, has retired from the service and will devote his time hereafter to his little truck garden of about one and one half acres. Mr. Carroll, who is 67 years old, has just recovered hom a two month illness but his health does not permit him to continue in the work to which he devoted more than haIf of his life. He is one of the best known men of Appleton and carries with him into retirement the good wishes of the many men and firms he has served. He is making his home with his daughter, Miss Genevieve Carroll, who is a teacher in the Fourth ward kindergarten. Mrs. Carroll died only a few months ago. Mr. Carroll would have completed thirty-five years as a police officer if he had remained on duty until April 13. The first two and one half years of his service on the force were spent as a patrolman with assignment to any beat. He was then given the position of merchant police with the special duty of guarding the downtown business section, a position he held until his retirement from the city po1ice force on a pension four years ago. Since that time he has been a deputy sheriff and special night watchman, his territory included five blocks on College Avenue. He was paid from a fund established by merchants and bankers whose property he guarded against burglaries. While he was a member of the police force part of his salary was paid by these same men. The story of Mr. Carroll's connection with the police force is the storu of Appleton's development and of the changes made by the time. Only nine ofthe firms and institutions on College Avenue when Mr. Carroll took up his work 34 years ago are still in existence. They are A, Galpin Sons, then hnown as Galpin Brothers; C.F. Smith; David Brettschneider; Rossmeissl Shoe Company; First National Bank; Pettibone Peabody Company; K.F. Kel1er and Sons; Schalfer, Barrett and Tesch, now two firms, and the Post Publishing Company. Mr. Carroll figured in several interesting arrests in his 34 years but only once was he injured in a fight with thugs. This one injury was received seven or eight years ago in a fight with three would be burglars back of the Pettibone-Peabody store. Mr. Carroll had two of the men under his control when he was struck on the head by the third thug." Came up from Behind. A11 three were later captured and hauled into court, Fearless Officer. In his younger days Mr. Carroll was one ofthe most fearless men on the police force. His friends assert he was afraid of nothing and was willing and able to tackle a regment of "hard guys." Even in his older days he experienced no quakings of fear when he investigated mysterious disturbances in the darkest p1aces in the city's business district. Retirement of Mr. Carroll places the entire burden ofthe protecîon of the downtown district on members of the regular police deparment. Mr. Carroll asserted when he resigned his position Wednesday night that his greatest regret was that he could not continue indefinitely in the service of the men who had treated him with every consideration in the performance of his duties.

  Denis W. Carroll One Time Resident Here Dies. Dennis W. Carroll, 82, former member of the Appleton police department, died Saturday evening at the home of his daughter, Mrs. W.J. Butler, 716 N. Division St., in that cíty, after an illness of one year. Mr. Carroll, who served on the police force from 1885 in Northfield, Mass. He moved to Chi1ton when a child, and in 1880 moved to Appleton, where he had lived since. He was married Jan. 25, 1876, at Chitton to Johanna Barry who died in 1918, and in the 1922 he was mamed to Elizabeth Lawler. He was a charter member and an officer for many years of the Catholic Order of Foresters, Court 132, a charter member of the Father Fitzmaurice council of the Nights of Columbus, and a member of the Holy Name society of St. Mary church. Survivors are three daughters, Mrs. Butler, Appleton, Mrs, J.J. Braheny, Cedar Lake, Ia., and Mrs. F,P. Cook, DePere; and four sons, Frank J. of Brookfield, Ill., Emory G. of Pasadena, Calif., Gerald A. of Dalhart, Texas, and Glen C , of Appleton; and 18 grandchildren. The funeral was held Wednesday morning at 9 o'clock at St. Mary church. Burrial was in St. Mary cemetary. The Catholic Knights held a prayer service at 7:30 Monday evening, the Catholic Order of Foresters at 8 o'clock, the Holy Name society at 7:30 Tuesday evening, and the Knights ofColumbus at 8 o'clock. Mr. Carro.ll helped build the first St. Mary's Catholic church in this city and was one ofthe organizers ofthe local court ofthe Catholic Order of Foresters. 09/22/1934
